FCI DUBLIN SEXUAL ABUSE

For decades the Federal women's prison's known by many as the "Rape Club" has covered up systematic sexual abuse of countless women by Bureau of Prisons employees.  This abuse has been carried out by BOP staff members at every level of administration.  Correction's officers, Unit Managers, Counselors and even Warden's have been implicated in engaging in these horrible acts and so many women now experiences the effects of this abuse.

A typical situation where this abuse occurs is in Food Services or the "Kitchen" as it is dubbed.  Female inmates hold positions in Food Service at FCI Dublin as part of their "programming".   They are expected to report to work in positions such as being a "cook", a "line server" or in "sanitation"--the latter of which having responsibilities cleaning the kitchen after meals are made. Male Correctional Officers oversee a team of female "employees" and are often left in the kitchen for dozens of hours a day with women in close unsupervised quarters, and use the time with them to groom them for abuse.  The C.O's start this "seduction" by offering  them things like "free food", extra portions, or the ability to "Load up on food items from the kitchen inventory" in exchange for certain sexual favors.  The Correction's officers seduce the woman, by learning things from their "central files" and take advantage of the women by using the information to manipulate them.  The C.O.'s then offer the women special items from the streets (by sneaking them in their uniforms or bags which go unchecked )in exchange for more sexual favors.   Most C.O.'s have unfiltered access to an inmates PSR (pre sentence report) and character reference letters from their family members and use the information to manipulate the women.

Although some women are willing participants in these exchanges, it is still illegal and against State and Federal law for these Correction's Officer's to engage in these activities with inmates.  When these women decide not to participate in the abuse, or decide to stop things, they are often retaliated against through random searches, officer orchestrated beatings using other inmates and other retaliatory action to force the inmates into silence.

The Residential Drug Abuse Program (RDAP) is run at FCI Dublin and participants who "graduate" from the 9 month program are allowed to receive a reduction in sentence for completing the program.  FCI Dublin correction's officers use this "time off" and an inmates own good time as leverage to get the women to engage in sexual activity as well.  A typical situation used would be :  Two correction's officers conduct a random search on an inmates cell and locate an item in that inmates possession that would normally be overlooked in other circumstances(say having too many books in ones cell, etc)  The C.O. will inform they woman that she could either "lose her good time or early release" or perform a sexual act to avoid a "write up.  The woman is faced with the choice of freedom or performing the act in hopes of getting home as planned.

Women at FCI Dublin not only fear retaliation from the Staff, they also fear retaliation from other inmates as women who come forward might in the past be labeled as "snitches".  C.O.'s use this as leverage as well-- ensuring everyone is silent and they elude punishment because of this perfect system.  UNTIL NOW.
